Southwest Counseling & Development Services Youth Services 2051 Rosa Parks Blvd., Detroit, MI 48216. Phone 313-963-2266 Our programs serve adjudicated youth, youth with severe emotional disturbance, or youth at risk of being placed out of the home and community. Services include intensive case management and court monitoring, the Wraparound Model involves the family and community to help youth, life skills classes and leadership training for youth, individualized plans that address the unique needs of each youth.
